Page scroll problem

I have inserted some code to try to fix this problem. Let me know if it still doesn't work. I tested the page on a couple of platforms and it displayed fine. It did happen once though. But after refreshing the page it was okay again. I have also encountered this problem on some other pages on blogspot. Just hit the refresh button or press F11 twice and it should be solved.
